West Lothian Council: Active Investigation

On 15 August 2026, JAOC Investigations launched a formal statutory inquiry into West Lothian Council following the discovery of a severe and sustained governance deficit.

The Numbers

Our analysis of the council's own accounts reveals a stark fiscal trajectory between 2019 and 2025:

- Council Tax income: ↑ 20.0% (£72.4m → £86.9m)
- Revenue reserves: ↓ 40.7% (£38.1m → £22.6m)
- Total borrowing: ↑ 40.4% (£112.4m → £157.8m)
- Consultancy & external fees: ↑ 123.8% (£2.1m → £4.7m)

Residents are paying more while the council's financial buffers collapse—and spending on outside consultants has more than doubled.

The Transparency Gap

Only 3 of 29 councillors currently have verifiable financial interests declared online. The Council Leader, Finance Convener, and Planning Convener show zero accessible declarations—despite holding the purse strings and planning powers for a £300m+ authority.

Entrenched Leadership

The same political administration has overseen this deterioration. Council Leader Lawrence Fitzpatrick has held office since 2007; Provost Cathy Muldoon since 1999. No incoming administration has been able to scrutinise the legacy decisions that produced these figures.

What We're Doing

Seven targeted Freedom of Information requests were submitted on 15 August 2026, covering land sales, complete registers of interest, itemised consultancy spend, borrowing approvals, planning recusals, senior officer backgrounds, and Winchburgh Developments. The statutory response deadline is 12 September 2026.
